Item Hunt
Most of the items drop from SuperUnique monsters (the ones with a unique purple name and a title instead of their affixes below it), so keep an eye out for them, especially for Bounties targeting them!
It appears that most of the materials only drop for level 70 characters.
It appears that these materials can be acquired on any difficulty and game mode.
A Polish communty manager has recently posted exact drop rates from SuperUniques per difficulty here:

Adventurer's Journal and Grisworld's Scribblings can drop for lower level characters, even in vanilla Diablo 3. This is likely due to the fact that they drop from environment objects instead of monsters.

These items can be found in Horadric Caches. Horadric Caches are rewarded for completing all 5 Bounties for an act in Adventure Mode. Each act drops a different set of Legendaries from this list, Act 4 can drop any of the bounty legendary items. Horadric Caches can also drop non Adventure Mode exclusive legendary items.

The legendary items we selected for Torment-only difficulties are intended to provide additional rewards and incentives to players who have advanced to higher difficulties. The vast majority of Legendaries, though, both new and old, can drop in every difficulty.

A couple things to note in regards to this list:
None of the listed Legendaries include Legacy items or their remakes.If you are wondering why a Legendary you feel is particularly strong isn't on this list, it's quite likely that we instead lowered the drop rate on that item. It's still available in all difficulties, but more rare than other drops.As always, things are subject to change.
